Senior Technical Advisor
Rachel Odoi-Musoke is the Senior Technical Advisor to the Governance and Security Programme, formerly the Justice Law and Order Sector, where she leads a multidisciplinary team advancing access to justice and the rule of law through institutional development, innovation, and reform. She is an Advocate of the Courts of Judicature of Uganda with 24 years of legal practice.
She holds a Bachelor of Laws from Makerere University, a Diploma in Legal Practice from the Law Development Centre, and a Master of Laws from the University of the Witwatersrand, alongside additional training in programme management and strategic planning.
Her professional experience spans human rights advocacy, legal and policy reform, and justice sector reform. She began her career in legal aid at FIDA Uganda, later moving into private practice, environmental law, and public service with institutions including the South African Human Rights Commission, Uganda Human Rights Commission, and Uganda Law Reform Commission. She is deeply committed to human rights, with particular focus on women, children, and environmental protection.

Deputy Senior Technical Advisor and Advisor, Monitoring and Evaluation
Sam Rogers Wairagala is the Deputy Senior Technical Advisor at the Governance and Security Programme Secretariat under the Ministry of Justice and Constitutional Affairs. He also serves as Technical Advisor for Monitoring and Evaluation, overseeing programmes implemented across more than 30 government ministries, departments, and agencies.
He holds a Master of Business Administration from ESAMI, a Master’s in Economic Policy Management, and a Bachelor’s degree in Economics from Makerere University. With over 20 years of experience as an economist in both the public and private sectors, he has played a central role in programme management, policy formulation, and strategy development within Uganda’s justice sector.
He is a strong advocate of results-based management and has been instrumental in designing and promoting award-winning innovations aimed at improving access to justice for indigent and vulnerable populations. His work continues to strengthen accountability, performance, and impact across the justice system.

Advisor, Criminal Justice
Lucy Ladira has over 20 years of experience in law enforcement, prosecution, and justice sector programming. She served eight years as a Prosecutor and has spent the last 12 years as a Criminal Justice Advisor within the Justice Law and Order Sector Secretariat. She holds a Master of Laws in International Human Rights from the Transitional Justice Institute, University of Ulster.
Her role involves providing strategic leadership and technical guidance for the implementation of criminal justice reform within Uganda’s sector-wide approach. She supports coordination among justice institutions, balances stakeholder interests, and contributes to donor engagement, planning, and monitoring.
Lucy plays a key role in research-driven programme design, development of institutional strategies, coordination of action plans and budgets, and analytical reporting. Since 2018, she has led the coordination of special court sessions fast-tracking the disposal of sexual and gender-based violence cases through a multi-institutional national initiative. She is driven by purpose and service to humanity.

Advisor, E-Governance
E-Governance Expert with sixteen (16) years of experience in justice reform programming. Currently, the technical lead at the Justice, Law, and Order Sector (JLOS) Secretariat coordinating e-governance and digital innovation initiatives.
Mr. Kuhimbisa’s work with JLOS cuts across the design and development of digital transformation interventions across multiple Uganda government ministries, departments and agencies that are geared toward leveraging technology to promote good governance, and security and enhancing access to justice for all.
This involves coordination of sectoral and institutional digitalization programmes and ensuring they are aligned to strategic and operational goals; as well as working with development partners at local, regional, and international levels, civil society organizations and private sector entities to create an inclusive and innovative digital ecosystem that is responsive to all, especially the marginalized, poor, and vulnerable in our communities.

Advisor, Human Rights & Accountability
Musa Modoi is the Advisor for Human Rights and Accountability at the Governance and Security Programme, supporting both the Office of the President and the Justice Law and Order Sub-Programme under the Ministry of Justice and Constitutional Affairs. He brings over 20 years of experience in governance and development law, with a professional background spanning donor-funded programmes, civil society organisations, private legal practice, and academia.
In his role, he provides strategic advice on policy and legislative development, national planning, and Uganda’s socio-economic transformation agenda. He coordinates and supports implementation across the Justice Law and Order, Accountability, and Foreign Relations sub-programmes, while also leading national performance accountability processes and international state reporting. He convenes multi-stakeholder technical working groups on anti-corruption, human rights, international relations, and anti-money laundering, bringing together state and non-state actors and development partners.
Mr. Modoi is an Advocate of the Courts of Judicature of Uganda and a recognised expert in anti-corruption and human rights. He holds a Master’s degree in Anti-Corruption Studies (summa cum laude) from the International Anti-Corruption Academy in Vienna, an LL.M and LL.B from Makerere University, and a Diploma in Legal Practice from the Law Development Centre.

Financial Management Specialist
Odoch Tonny Lagamber is a Financial Management Specialist with over two decades of experience in public financial management, donor-funded programmes, and institutional finance across government and development sectors. He is currently based at the Justice, Law and Order Sector Secretariat under the Ministry of Justice and Constitutional Affairs, where he provides strategic leadership in sector-wide financial management, accountability, budgeting, and reporting.
He holds a Bachelor of Commerce (Honours) from Makerere University and is professionally qualified as a member of ACCA, ICSA, and CIPS (UK). He also holds a Postgraduate Diploma in Financial Management and a Higher Diploma in Marketing.
His career spans senior finance and administration roles within the JLOS Secretariat, the Competitiveness and Investment Climate Strategy Secretariat, the Northern Uganda Rehabilitation Programme, and UNDP-supported projects. His expertise includes budget planning, financial systems design, audit compliance, value-for-money analysis, and donor reporting. He is known for strengthening financial controls, reducing fiduciary risk, and supporting evidence-based decision-making within complex, multi-stakeholder programmes.

Advisor, Systems Analyst
Francis Luswata is an Advisor for Planning, Budgeting, and Reporting at the Governance and Security Programme Secretariat, where he supports sector-wide planning, financial analysis, and performance reporting. He brings close to 20 years of experience in strategic planning, budgeting, reporting, and systems analysis and development within public sector and academic environments.
He holds a Master’s degree in Statistics (Computing) from Makerere University, is ACCA qualified, and earned a Bachelor’s degrees in Statistics and in Finance and Accounting from Oxford Brookes University in the United Kingdom. His academic and professional training combines strong quantitative analysis with practical financial and planning expertise.
Prior to his current role, Francis served as an Assistant Lecturer in Statistics and Computer Science at Mbarara University, where he contributed to teaching, research, and capacity building. His work is grounded in data-driven decision-making and the development of systems that strengthen planning, accountability, and results-oriented management.

Advisor, Transitional Justice
Margaret Ajok is a lawyer with expertise in international law, human rights, gender, transitional justice, and alternative justice mechanisms. She is an executive member of the African Union Women for Transitional Justice Platform and serves a three-year term as a Gender and Transitional Justice Expert on the Continental Reference Group on Transitional Justice in Africa (2024–2027).
With over 12 years of experience as a Transitional Justice Advisor to the Government of Uganda, she has played a leading role in policy development, programme design, and capacity building. She was instrumental in developing Uganda’s National Transitional Justice Policy and has provided technical support across multiple Justice Law and Order Sector institutions.
Her work includes national research on accountability for international crimes, witness protection, and reparations, alongside extensive stakeholder engagement with civil society and development partners. Previously with ICTJ and UN OHCHR, she has supported judicial training and capacity building. She also founded the Center for Reparation and Rehabilitation to support survivors of conflict in Northern Uganda.

Resource Person, Family Justice
Dr. Barbara Kitui is a governance and public sector justice reform expert with over 17 years of experience spanning public service, civil society, and private legal practice. Her work has contributed to improved service delivery within Uganda’s justice sector, with particular focus on governance, human rights, land governance, and access to justice. She has played a key role in the development of Justice Law and Order Sector policy and operational documents, including the Diversion Guidelines, Child Justice Strategy, Disability Strategy, and civil justice automation mapping processes.
She serves on the Uganda Justice for Children Steering Committee and previously worked with the Legal Services Division, where she provided legal aid and supported implementation of the Paralegal Advisory Services Programme in partnership with the Foundation for Human Rights Initiative and Uganda Prisons Service, contributing to prison decongestion for petty offenders.
Dr. Kitui serves on several professional boards and holds a Doctor of Laws and Master of Laws in Human Rights and Democratisation from the University of Pretoria, alongside a Diploma in Legal Practice and a Bachelor of Laws from Makerere University. Her doctoral research examined land governance and women’s land rights in Uganda.

Resource Person, Land Justice
Grace Angeline Chelimo is a lawyer and access to justice specialist with over 15 years of experience across Uganda’s justice sector and civil society. She currently serves as Resource Person for Land Justice at the Governance and Security Programme Secretariat under the Ministry of Justice and Constitutional Affairs, where she supports land justice reforms and the Democratic Processes Sub-Programme through policy development, planning, coordination, and monitoring.
She holds a Master’s Degree in Human Rights, Social Justice and Development from ISS of Erasmus University Rotterdam, a Bachelor of Laws from Uganda Christian University. She also attained a Post Graduate Diploma in Legal Practice from LDC Uganda and Project Planning and Management Post Graduate Diploma from UMI. Her expertise spans land justice, juvenile justice, human rights practice, programme planning, monitoring and evaluation, and alternative dispute resolution.
Previously, she coordinated the national Justice for Children Programme, served as a Human Rights Officer – Legal at the Uganda Human Rights Commission, and lectured in social justice and human rights. She also chairs civil society boards and is deeply committed to promoting access to justice for marginalized and vulnerable communities. In her free time, Grace offers free legal advisory and mediation services to her community.

National Coordinator, Justice For Children
Brenda Patience Kyomugisha is a social justice and child protection specialist with over a decade of experience advancing child-friendly justice systems within Uganda’s criminal justice sector. She serves as the National Coordinator for the Justice for Children Programme, a UNICEF-funded initiative, providing strategic leadership and national coordination to ensure children in conflict with the law, victims, and witnesses are treated in line with national legislation and international child rights standards.
Her work focuses on translating child justice laws, policies, and strategies into practical and sustainable interventions at national and sub-national levels, working closely with government institutions, civil society, and development partners. She has led major initiatives, including implementation of the EU SUPREME Programme in criminal justice institutions, refugee settlements, and host communities, improving responses for refugee children.
Brenda’s expertise spans juvenile justice, diversion, restorative justice, and alternative dispute resolution, with hands-on experience across policing, prosecution, courts, and corrections. She also leads programme planning, budgeting, capacity building, and mentoring of justice sector actors, while championing child safeguarding, ethical practice, and community-based justice approaches centered on the best interests of the child.

Resource Person, Communications & Public Relations
Gloria Kemigisha is a communications and public relations professional with over 10 years of experience across public relations, customer experience, journalism, and international development. She has worked with government institutions, development partners, and private sector organisations, supporting strategic communication, brand management, stakeholder engagement, and service delivery improvement.
Her professional background includes roles with the Ministry of Works and Transport, the World Bank, Andela Uganda, and civil society organisations, where she contributed to media relations, digital communications, customer care systems, and project coordination within multidisciplinary and geographically dispersed teams. She brings strong expertise in customer experience strategy, media campaigns, data-driven insights, and operational efficiency.
Gloria holds academic training in Media Relations Management and Communications. She is passionate about women’s empowerment, financial literacy, mentorship, and entrepreneurship, and is committed to helping individuals and institutions communicate with clarity, credibility, and impact.
