Regional Chain-Linked Committees
A region under JLOS is equivalent to a High Court Circuit. A Regional Chain Linked Committee (RCC) is chaired by the most senior resident Judge in the Circuit and comprises of the following members: The Registrar of the High Court (who is the Secretary of the RCC); the Chairpersons of all DCCs in the circuits;; Regional Police, and Prison Commanders; and all JLOS actors with a regional mandate.
The RCC performs the following functions;
a) Guides the roll out of the SIP in the circuit;
b) Provides guidance to the DCCS;
c) Links the DCC to the national level through review of reports, action taken reports and monitoring of SIP indicators;
d) Recommends regional solutions to ensure attainment of JLOS results and shall monitor the critical JLOS indicators
e) Provides information on technical matters to the regional level;
f) Provides technical support to the DCCS; and
g) Provides oversight to the implementation of SIP
