About NICHE

The Netherlands Initiative for Capacity development in Higher Education (NICHE) is a Netherlands-funded development cooperation programme aimed at sustainable strengthening of higher education and technical and vocation education and training (TVET) capacity in partner countries, thus contributing to economic development and poverty reduction. The programme focuses on the countries and policy priorities identified in the Dutch bilateral cooperation programme.

Objectives of the project

 

Overall objective:Strengthening management, quality content and cost-efficiency of public service delivery in the Justice and maintenance of Law and Order sector in Uganda through increased professionalism in the administration of JLOS institutions

 

Specific objective 1: Institutional training capacity established at MUBS for sustainable delivery of customized training programmes in evidence-based planning, procurement, budgeting, financial management (including accounting and accountability) and monitoring and evaluation for JLOS institutions.

 

Specific objective 2: Coordination, management and administration of JLOS based institutions enhanced through capacity building in evidence-based planning, procurement, budgeting, financial management (including accounting and accountability) and monitoring and evaluation.

 

 

Planned outputs

 

At the level of training capacity development within MUBS

 

Output 1.1

 

Institutional framework and collaboration agreements established between JLOS and MUBS for capacity development and training in evidence-based planning, procurement, budgeting, financial management (including accounting and accountability) and monitoring and evaluation within JLOS.

 

Output 1.2

 

Solution oriented training programmes and modules with on-the-job training approaches in key areas of planning, procurement, budgeting, financial management and monitoring & evaluation developed and accredited in consultation with JLOS secretariat (taking into account the needs of JLOS institutions and gender perspectives).

 

 

Output 1.3

 

Teaching and research staff of MUBS acquire and apply the necessary skills and competencies to deliver quality training and research services in key areas of planning, budgeting, procurement, financial management and M&E in JLOS (taking into account the needs of JLOS institutions and gender perspectives

 

 

At the level of capacity building within JLOS at strategic, technical and implementation level

 

Output 2.1

 

Management capacity and systems at JLOS institutions strengthened to develop policy and implementation plans for the innovation of strategic leadership, administration and M&E systems (including human resource development plans and addressing gender perspectives).

 

Output 2.2

 

MUBS has piloted customized in-service training and coaching programmes for staff of JLOS institutions at strategic, technical and implementation level to improve competences and knowledge in planning, procurement, budgeting, financial management and monitoring and evaluation.

 

Output 2.3

 

A cadre of change agents and focal points within JLOS institutions have coordinated and implemented follow-ups of the training programmes through pilots in the strengthening of mechanisms and systems for planning, procurement, budgeting, financial management and M&E

 

 

Target group(s)

  • Academic staff in MUBS; I
  • Identified Change Agents/ Focal Points in JLOS comprising of a cross section of staff from the JLOS institutions.

 

Final beneficiaries

  • Senior Management (heads), Middle level management and Operational Staff; Focal Officers; Chair Persons and members of the Regional Chain Linked Committees (RCCs) in the Justice, Law and Order Sector of Uganda;
  • All JLOS Staff particularly in the various areas of planning, procurement, financial management, M&EMUBS and JLOS trainers will enhance their training skills, and procedures
  • Ugandan Society
