New Chairpersons of JLOS Working Groups Elected

KAMPALA – The Justice, Law and Order Sector Technical Committee on June 26, 2013 convened at Kabira Country Club to elect new chairpersons of JLOS Working Groups in accordance with Para. 104 of the Third Strategic Investment Plan (SIP III). During the same meeting, the Chairperson and Alternate Chairperson of the Technical committee were also elected.

 

The Third Strategic Investment Plan (SP III), now in its first year of implementation stipulates that there shall be chairpersons of the following Working Groups elected by members of the Technical committee: Access to Justice (Civil); Access to Justice (Criminal); Human Rights and Accountability; Budget Working Group and Transitional Justice Working Group.

 

Mr. Paul Gadenya, the Senior Technical Advisor JLOS presided over the elections where candidates vying for positions were nominated and seconded by at least one member.

 

Below are the election results:

 

Chairperson, Technical Committee: Ms Josephine Onya Wasike (Ministry of Internal Affairs)

 

Alternate Chairperson, Technical Committee: Mr. Elem Ogwal (Directorate of Public Prosecutions)

 

Chairperson, Access to Justice Working Group (Civil): Ms Florence Nakachwa (Law Development Centre)

 

Chairperson, Access to Justice working Group (Criminal): Mr. Paul Kintu (National Community Service Program, MIA)

 

Chairperson, Human Rights and Accountability Working Group: Ms Grace Babihuga (Uganda Law Society)

 

Elections for the Chairperson, Transitional Justice Working Group will be conducted in future after a decision is taken by the JLOS Leadership on the hierarchy of the working group.

 

The Chairperson of the Budget Working Group was not up for election in yesterday’s meeting due to a clause in the SIP III that reserves this position for the Registrar of the High Court with the alternate chairperson being the Under-Secretary, Ministry of Justice and Constitutional Affairs. Currently, His Worship Asaph Ruhinda and Mr. Ernest K. Bafaki are holding these positions respectively.
