A procurement manual meant to streamline public procurement in JLOS institutions was launched on December 12 2014 at Kabira Country Club. IPA Africa developed the Procurement and Contract management manual with support extended to the Justice, Law and Order Sector by the Royal Kingdom of Netherlands. Officials from the Royal Netherlands Embassy (Kampala), the JLOS Secretariat and procurement officers from various JLOS institutions attended the event. The Director of Legal Advisory Services, Mr. Gashirabake Christopher, represented the Solicitor General, Ministry of Justice and Constitutional Affairs who is also the chairperson, JLOS Steering Committee. Mr. Hans Peter van der Woude, the Deputy Head of Mission at the Netherlands Embassy represented H.E Alphons Hennekens, the ambassador.

Prior to the development of the manual, IPA carried out problem analysis of the procurement and (infrastructural) contract management weaknesses within the JLOS secretariat and various JLOS institutions, and identified the procurement and management issues that adversely affected Peace, Recovery and Development Programme (PRDP) supported programmes – specifically in the Uganda Police Force.

The Procurement manual registered successful results during the test period with significant progress on the implementation of the various JLOS supported projects that had hitherto stalled. For instance, as of September 2014, the Uganda Police Force had 52 old projects out of which only are completed; the Uganda Prisons Service had 23 old projects out of which 22 were completed. 

The procurement and contract management manual contains key relevant PPDA Act/Regulations provisions presented in a simple way to understand. The manual covers critical aspects of procurement such as procurement risk management, reporting, and asset maintenance as well recommendations for improving procurement and contract management in the sector.
