Over 10 international companies express interest in building the JLOS house complex

The Ministry of Justice and Constitutional Affairs on behalf of the Justice, Law and Order Sector (JLOS) has received expressions of interest from Thirteen (13) firms/consortia that have submitted proposals for the role of lead Investor/developer/operator for the JLOS House Complex. This development comes following the publication of a request for Expression of Interest (EOI) that was issued in June 2014 in Kampala, Uganda where eligible companies or consortia were invited to take part in a two (2) stage tender process, that is to express interest and or, confirm their interest in designs review, procurement, construction, financing and management of the stated office accommodation and facilities under a Public, Private Partnership (PPP). arrangement.


The international response to the EOI is evidence of the great value attached to the JLOS House project which will serve as a one-stop center of environmentally friendly and intelligent buildings housing the JLOS Towers and High Court; Uganda Police Headquarters; Appellate courts and headquarters of the Judiciary.


The Expressions of Interest (EOI) submitted will be evaluated in accordance with Public Procurement and Disposal of Public Assets (PPDA) Act, 2003 of the Government of Uganda. An evaluation team comprising of representatives from the Government of Uganda together with the JLOS House Project Transaction Advisor will undertake a detailed evaluation of the submitted EOIs between July and August 2014. The evaluation process is expected to last one month and after which, results will be announced. Shortlisted bidders from the EOI evaluation will then be invited to respond to a Request for Proposal (RFP).
