Training Manual for LCCs to be developed

The Ministry of Local Government (MoLG) is in the final stages of developing a training manual to build the capacity of Local Council Courts (LCCs) to serve as effective administrators of justice at the grassroots level.

In conjunction with the Justice Law, Order Sector (JLOS) , International Law Institute - African Centre for Legal Excellence (ILI-ACLE) and the Ministry of Local Government with funding from the Democratic Governance Facility (DGF), a 3 day workshop (26 -28 March 2014) was organised to review the draft training manual for Local Council Courts. The training manual will be used by trainer of trainers to sensitise local council courts on legal matters within their jurisdiction as entailed in relevant legislation including the Local Council Courts Act of 2006, Children Act and Regulations of 2007.

Following detailed discussions on the manual, participants made comprehensive contributions pertaining to reform in the manual. The ILI-ACLE captured all information and pledged to avail an updated version. Notably, participants in the workshop made proposals for legislative reform in the following areas in the LCCA: court fees and allowances, emphasis on the need for written summons over oral summons, and reduction of the powers of LCC courts in regard to sale and attachment of properties.

As a way forward, it was agreed that the once changes are incorporated, the amended document shall be shared with stakeholders who may give feedback to MoLG after which the document will be printed and a date scheduled for the official launch.
